Property in Panchsheel Enclave: new builder floors with stilt parking on a tree-lined lane in South Delhi

Property in Panchsheel Enclave

Property in Panchsheel Enclave means three-bedroom floors on plots of about 260 sq yd, in four blocks at the corner of Josip Broz Tito Marg and the Outer Ring Road. It is not Panchsheel Park, and this guide explains exactly how the two differ.

Circle rate Category B ₹9.5 Cr+ new 3 BHK floor Land ~₹9–11 L per sq yd Metro Chirag Delhi

Property in Panchsheel Enclave currently starts at about ₹9.5 crore for a new three-bedroom builder floor on a 250 sq yd plot. That is roughly half the ticket of Panchsheel Park, for land that trades in the same band per square yard.

Panchsheel Enclave is a compact, planned colony of four lettered blocks, A, B, C and D. Most of it sits in the angle where Josip Broz Tito Marg meets the Outer Ring Road near Chirag Delhi, while the A block lies apart, across a nallah, beside a district park. Nearly every plot on the colony plan measures about 9 by 24 metres, which works out to roughly 258 sq yd. That one fact shapes almost everything about the market here.

Because the plots are uniform, the product is uniform too. A typical rebuilt plot gives four floors of around 1,900 sq ft each, with stilt parking below, and a buyer is usually choosing between a three-bedroom floor and a top floor with a terrace. So the real differences are the block, the lane, whether the plot backs onto a park, and how far it sits from the two main roads.

SouthDelhiFloors insight

In Panchsheel Enclave you are not paying for a big plot. You are paying for a Panchsheel address, a metro at the corner and new construction at a price Panchsheel Park cannot match. Judge a floor on its block, its outlook and its builder, because the plot sizes barely change from one house to the next.

Property in Panchsheel Enclave, by the Numbers

These are indicative levels for property in Panchsheel Enclave, taken from our colony pricing data, the floors we have listed here and the colony plan. With plots this uniform, the floor level, a park outlook, the builder and the distance from the main roads move the price more than anything else.

Panchsheel Enclave and the other Panchsheel names

Panchsheel Enclave was laid out as a tight grid of equal plots, on 9 metre lanes, around a handful of parks. The colony plan shows each block planned as a self-contained unit. Every block has its own park, its own plot-numbering series and, in the larger blocks, sites set aside for an electric substation, a school or a club.

What makes the colony confusing is the name. South Delhi has several Panchsheel addresses within a couple of kilometres of each other. Panchsheel Park is the larger, older colony to the west, around its own metro station, club and market. Panchsheel Vihar is a separate residential pocket further south, beyond the Outer Ring Road. And the notified circle-rate list itself spells the top-band colony as Panchshila Park, while Panchsheel Extension sits in a lower category altogether.

So property in Panchsheel Enclave is its own market, with its own plot sizes and price band. The word “Panchsheel” in a listing tells you very little until you see the full colony name and block on the title papers.

New stilt-plus-four builder floor building on a 260 sq yd plot in Panchsheel Enclave, South Delhi

The Panchsheel Enclave format: a new stilt-plus-four building on a plot of about 260 sq yd, one floor per family.

Panchsheel Enclave property, block by block

Property in Panchsheel Enclave is read by block and plot number. On the colony plan, the D block is the largest, running in a long band beside the 45 metre road with two parks, a school site and a site for a club. The B and C blocks sit side by side in the corner where the two 45 metre roads meet, split by an 18 metre road.

The A block stands apart. It lies on the far side of the nallah and its low-level road, beside a district park, and the plan links it to the rest of the colony with a pedestrian bridge. Each block numbers its plots from 1, so a plot number means nothing without the block letter. Tap the map to compare the four.

Every block of Panchsheel Enclave and what it is known for

The four blocks look alike from the street, because the plots and the buildings are so similar. The differences show up in the outlook, the traffic and the walk to the metro. Here is how we read each one when a buyer asks us to shortlist property in Panchsheel Enclave.

D block

The largest block, beside the 45 metre road, with D Park in the middle, a second park to the north, a primary school site and a site for a club. It has the deepest supply of floors in the colony.

USP: the most choice, and park-backed plots on both sides of D Park.

C block

The corner block between the two 45 metre roads, laid out around C Park. Its inner lanes are quiet, while the rows on the main roads take the noise of two busy corridors.

USP: the shortest walk to the Chirag Delhi corner and its metro.

B block

West of the 18 metre road, around Park B. It is the one block where the plan shows plots noticeably larger than the colony standard, along its 18 metre road edges.

USP: the rare Panchsheel Enclave plot of about 300 to 380 sq yd.

A block

A separate block on the far side of the nallah, around the A1 park, next to a district park, a nursery school site and a police station. A pedestrian bridge links it to the main colony.

USP: district-park greenery, with a more separate feel.

Panchsheel Park

A separate, larger colony to the west, with plots of 200 to 500 sq yd, its own metro station, club and market. Its floors start at about double the Panchsheel Enclave ticket.

USP: bigger floors and a top-band address, at a much higher entry.

Greater Kailash

Greater Kailash I lies across Josip Broz Tito Marg, with its famous markets and a far deeper stock of floors. It is also Category B, and it is the comparison most of our buyers make.

USP: more choice and more markets, at a slightly lower rate.

What property in Panchsheel Enclave costs against its neighbours

Because almost every plot is the same size, property in Panchsheel Enclave is one of the easier South Delhi colonies to price. The first two figures below come from the floors on our own site, and the rest from our colony pricing data.

  • ₹10 CrPanchsheel Enclave · new 3 BHK, second floor

Two of the floors we list in the colony right now, one in C block on a 260 sq yd plot and one in D block on a 265 sq yd plot backing onto a park, are each offered at ₹10 crore for about 1,900 sq ft. That works out to roughly ₹52,600 per square foot of built-up area.

  • ₹12 CrPanchsheel Enclave · top floor with terrace

The penthouse in the same C block building is offered at ₹12 crore. Here the private terrace adds about ₹2 crore over the full floor below it.

  • ₹18 Cr+Panchsheel Park · new 4 BHK, 500 sq yd

The colony buyers most often confuse with Panchsheel Enclave. Its plots are roughly twice the size, so the ticket roughly doubles, even though the rate per square yard of plot is about the same.

  • ₹8 Cr+Greater Kailash II · new 3 BHK, 250 sq yd

The closest like-for-like comparison: the same plot size and the same circle-rate category. Panchsheel Enclave starts about ₹1.5 crore higher, which is the premium buyers pay for the smaller, quieter colony and the Panchsheel address.

What these numbers tell a buyer

On our data a new floor in Panchsheel Enclave costs about ₹3.8 lakh per square yard of plot, slightly more than Panchsheel Park at about ₹3.6 lakh. The cheaper ticket comes from the smaller plot, not from cheaper land. So if a Panchsheel Enclave floor is priced well below its neighbours, ask what is wrong with the land share, the paperwork or the building before you call it a bargain.

A new floor, a resale floor, or a plot to rebuild?

A new floor

The main way into property in Panchsheel Enclave, from about ₹9.5 crore for a three-bedroom floor of around 1,900 sq ft. Compare the builder, the floor level, the parking and the outlook, because the layouts on 258 sq yd plots are very similar from one building to the next.

A resale floor

Older floors built on the same plots trade below new construction. They suit a buyer who will renovate, but check the age of the building, the lift and the structure, and whether the parking is actually written into the deed.

A plot to rebuild

Old houses still come up, often owned by one family. Price the land first, at around ₹9–11 lakh per square yard on our reading, then add demolition, sanction and construction for a stilt-plus-four building.

Living in Panchsheel Enclave

Daily life around property in Panchsheel Enclave is shaped by its corner position. The colony is boxed in by two of the busiest roads in South Delhi, so the edges are loud and the inner lanes, around the block parks, are surprisingly calm. A floor three lanes in from the main road feels like a different colony from one on it.

The colony is small and residential, with no market of its own inside the blocks. For shopping and dining most residents use Greater Kailash I across Josip Broz Tito Marg, the market in Panchsheel Park, or the malls and hospitals around Saket, all a short drive away. Siri Fort and its sports complex sit a little further north, and Chirag Delhi village, one of the old settlements of the area, lies across the Outer Ring Road. The residents’ association is active, and has gone to court over wrong-side driving and traffic at the Tito Marg and Siri Fort Road junction near the colony gates.

On connectivity, the Delhi Metro’s Chirag Delhi station on the Magenta Line sits at the colony’s corner on the Outer Ring Road, and Panchsheel Park station is one stop away. By road, the Outer Ring Road runs west to Hauz Khas and the IIT side and east to Nehru Place, while Josip Broz Tito Marg runs north towards Andrews Ganj and the Ring Road.

The rental market

Rental demand for property in Panchsheel Enclave comes from young professional families, consultants and corporate tenants who want a new floor and a metro at the gate without paying Panchsheel Park or Greater Kailash rents for a larger home. The colony’s standard product, a new three-bedroom floor of around 1,900 sq ft with stilt parking, is exactly what this tenant asks for.

On current asking rents, a new three-bedroom floor here typically lets for roughly ₹1.5–2 lakh a month, depending on the floor, the furnishing and the outlook. Against a ₹10 crore purchase, that is a gross yield of about 2 to 2.5%, low by any standard but normal for South Delhi. Floors deep in the blocks or backing onto a park let fastest, while the rows on the two main roads take longer and need sharper pricing.

What a transaction actually looks like

Property in Panchsheel Enclave is valued for registration on the Category B circle rate of ₹2,45,520 per square metre of land, with minimum construction at ₹17,400 per square metre. For a builder floor, the land is apportioned by your share of the plot. Take a floor with a 25% share of a 260 sq yd plot: the land comes to about ₹1.33 crore and the construction on 1,900 sq ft to about ₹31 lakh, so the circle value is roughly ₹1.64 crore. Because a new floor sells for around ₹10 crore, duty is charged on the actual price.

So budget the full cost of registration on top of the price. Panchsheel Enclave falls under the MCD, so the all-in rate is 8% in a man’s name, 6% in a woman’s name and 7% for joint ownership. In a man’s name, that is 3% stamp duty, 4% MCD transfer duty and 1% registration. In a woman’s name the two duties drop to 2% and 3%, and a joint deed sits in between at 2.5% and 3.5%. On a ₹10 crore floor, that is about ₹80 lakh in a man’s name, ₹70 lakh jointly and ₹60 lakh in a woman’s. The buyer also deducts 1% TDS against the seller’s PAN, and the rules change if the seller is a non-resident. See the full stamp duty breakdown → · Circle rate vs market rate →

Banks lend on property in Panchsheel Enclave against a clean title and a sanctioned building plan, but a bank values the floor on its own assessment, which may sit well below the agreed price. So plan the equity part early. How a home loan works on a builder floor → · The NRI buyer’s guide →

Buying property in Panchsheel Enclave: what to verify

  • The exact colony name on the deed. Panchsheel Enclave, Panchsheel Park, Panchshila Park, Panchsheel Vihar and Panchsheel Extension are different places with different prices and circle-rate categories, and listings mix them up all the time.
  • The block letter with the plot number. Each of the A, B, C and D blocks numbers its plots from 1, so D-24 and C-24 are different houses in different parts of the colony. Match both to the title papers and the MCD property tax record.
  • The plot area on the deed. Most Panchsheel Enclave plots are about 258 sq yd, but parts of B block are larger and some plots carry suffixes such as 71A or 84A on the plan. Check the area you are buying a share of, not the size quoted in the listing.
  • For a new floor, the land share, the stilt parking slots and the terrace rights in writing, plus the sanctioned plan for a stilt-plus-four building. On a plot of this size, parking is tight, so named slots matter.
  • If the plot is on Josip Broz Tito Marg or the Outer Ring Road, visit at rush hour and check the sound insulation and window glazing. In Panchsheel Enclave the same floor can be worth noticeably less on the main road than three lanes in.
  • For a top floor, whether the terrace and any structure on it are in the sanctioned plan. A terrace pergola is fine; an enclosed room that is not on the plan is a problem at resale.
  • A clean title chain and a registered sale deed only, never a GPA or power-of-attorney transfer, with MCD property tax paid and mutation completed after purchase.
Where deals go wrong

With property in Panchsheel Enclave, the trouble rarely starts with the building. It starts with the name and the number. A floor advertised as Panchsheel Park that is really in the Enclave, a plot number quoted without its block letter, or a terrace room the plan never allowed can each cost a buyer heavily at resale. So check the colony name, the block and the sanctioned plan before you discuss the price. The 21-point buying checklist →

Panchsheel Enclave vs Panchsheel Park

This is the comparison every buyer in this corner of South Delhi ends up making, partly because the names are so close. They are two separate colonies about a kilometre apart along the Outer Ring Road, and property in Panchsheel Enclave is a different product from a floor in the Park.

Panchsheel Enclave

Four blocks, A to D, on plots of about 258 sq yd. Circle-rate Category B on our data. A new 3 BHK floor of around 1,900 sq ft from about ₹9.5 crore. Chirag Delhi metro at the corner, no market of its own.

Panchsheel Park

A larger colony split by the Outer Ring Road, with plots of 200 to 500 sq yd. Circle-rate Category A on our data. A new 4 BHK floor on 500 sq yd from about ₹18 crore. Its own metro station, club and market.

What they share

Land in the same ₹9–11 lakh per square yard band on our reading, the Magenta Line, the Outer Ring Road and the same neighbours: Greater Kailash, Siri Fort, Hauz Khas and Malviya Nagar.

So choose Panchsheel Enclave if a new three-bedroom floor is the right size for your family and you want the lower ticket, the metro and a newer building. Choose Panchsheel Park if you need four bedrooms on a bigger plate, a club and a market at the gate, and the top-band address. In our experience, buyers who pick the Enclave are rarely compromising: they are buying the right-sized home. Compare: the Panchsheel Park guide → · Or see Greater Kailash 1, across Tito Marg →

Where property in Panchsheel Enclave goes from here

Three things support the long-term case for property in Panchsheel Enclave. Firstly, supply is fixed: the colony is fully built, and new floors only appear when an old house is rebuilt. Secondly, the three-bedroom floor at around ₹10 crore is one of the easiest products to sell or let in this part of South Delhi, with a wide pool of both buyers and tenants. Thirdly, the metro at the corner and the two main roads keep the colony well connected to every business district in the south.

That said, the colony has limits. The plots are small, so there is no larger product to trade up to within it, and the main-road rows will always carry traffic. New supply depends on old houses coming up for redevelopment, so the choice of new floors in any one month is thin. Over a long horizon, though, a well-built floor in a quiet block, with a clean title, has been a steady store of value in South Delhi.
